In the bowl of a food processor or blender, grind certified gluten free oats to make a somewhat fine flour.
In a large mixing bowl, combine the ground oats, brown sugar, salt, and baking powder together. Mix well, then add the chocolate chips and mix again so they are well distributed.
Add the eggs and butter to this mixture to create a moist dough.
Place in the refrigerator for at least one hour to chill.
When ready to bake cookies, preheat oven to 350°F.
Roll into 7 circular pieces and place on a baking sheet lined with parchment paper or a silicone liner.
