First, peel the onion and place it in the bowl of a food processor. Pulse it until finely minced. You should end up with about 1/3 cup of minced red onion. Scrape the onion into a large bowl, and place the food processor bowl back on the machine (no need to clean the bowl).
Next, prep the broccoli by chopping off most of the stem, except the last 4”. Roughly chop it into pieces, and place the pieces into the bowl of a food processor. Pulse the broccoli for a few seconds to break it up. It’s okay if some larger pieces remain, we’re not aiming for perfection. Scrape the broccoli into the bowl with the red onion. Next, stir in the almonds and raisins.
In a small bowl, combine the mayonnaise, sugar, vinegar, milk, salt, pepper and garlic powder. Whisk very well to dissolve the sugar. Pour this over the broccoli mixture and stir.
You can serve this right away, but it tastes best if allowed to sit in the fridge for a few hours first.
